In this interview, Leo Chang, the IT Director of APIIS, discusses how Quilgo has become an integral part of their assessment strategy, enabling the organisation to scale while maintaining its integrity.

Quilgo: Could you introduce APIIS and share its mission?

Leo Chang (APIIS): APIIS has a rich history of training and equipping Christian leaders. It was founded in 1995 by Dr. Paul Choo under the name Asia-Pacific Institute of Biblical Studies (APIBS), initially utilizing video teaching materials from Bob Jones University. Over the years, we have expanded from small training offices in the Philippines to larger facilities, eventually relocating our headquarters to Singapore to better serve the broader Asian community. In 2023, we opened a new training center in Indonesia to address the needs of some of the region’s largest churches.

Our mission is unwavering as we navigate changes: we joyfully offer free, flexible, and global programs that empower pastors, missionaries, and church leaders with the vital tools and knowledge they need to strengthen their ministries and make a lasting impact!


Quilgo: What is your role within the organization?

Leo Chang (APIIS): I'm the IT Director. My role is to ensure that the technological backbone, from content delivery to assessments and integrations, works reliably and scales with our growing learner base.


Quilgo: Who are your learners, and what do they need?

Leo Chang (APIIS): Our learners are primarily pastors, missionaries, and church leaders seeking to grow in their ministries. Many serve in areas with limited resources, so accessibility and flexibility are crucial. For instance, in our Master of Ministry program, students dedicate approximately 15 hours per week to self-study, complete weekly quizzes, and participate in Zoom sessions. It’s a two-year program designed to blend solid theology with practical application.


Quilgo: How did you conduct assessments before Quilgo?

Leo Chang (APIIS): Initially, we evaluated several systems. Quilgo stood out immediately, so we adopted it early, even before we had built other assessment workflows.


Quilgo: What challenges did you face in assessments?

Leo Chang (APIIS): A significant challenge we continue to monitor closely is the misuse of AI tools during quizzes. Academic integrity in a digital environment is an issue for all educators today, and we are no exception.


Quilgo: What made you choose Quilgo, and how has it influenced the way you work?

Leo Chang (APIIS): We tested various methods, but Quilgo quickly stood out for one straightforward reason: reliability. Its ability to deliver quizzes directly to each student’s email, without errors or delays, gave us confidence to use it at scale. This stability and responsiveness made all the difference.

We officially started using Quilgo in 2020, and since then, it has become a core part of our workflow. The feature we value most is its consistent delivery. When serving thousands of learners across different countries and time zones, ensuring that every quiz reaches the right person at the right time is essential.

Beyond logistical benefits, Quilgo has transformed how we measure outcomes. Without it, we would not be able to manage the volume of students we currently serve. It provides us with the structure and control necessary to grow while maintaining both quality and integrity.


Quilgo: What impact has Quilgo had on your programs, and what results stand out for you as a non-profit?

Leo Chang (APIIS): Quilgo has completely transformed our assessment process. For instance, I can now send weekly quizzes to six classes, comprising approximately 1,600 learners, in just five minutes, once everything is set up. Grading is straightforward, thanks to the forms provided by Quilgo, which saves us a significant amount of time.

So far, over 800 learners have completed assessments through Quilgo. What used to take hours of preparation and administration each week has been dramatically reduced, while the quality and reliability of the results have improved. Quilgo also supports us through approximately four primary assessment rounds each year, ensuring consistency on a large scale.

Looking ahead, we plan to expand further and refine our methods. One area we hope to develop is stronger tools for detecting or restricting the misuse of AI during quizzes, which would enhance the integrity of an already robust solution.

As a non-profit organisation that offers free programs, having a professional, stable, and affordable tool is essential. Quilgo provides exactly that: a platform that allows us to keep our programs accessible without compromising quality. For other non-profits exploring online assessments, my advice is clear: prioritise stability and accuracy. Without those qualities, no system will truly meet your needs.

Leo Chang (APIIS): Quilgo has been an incredible asset. It simplifies my role, supports our growth, and allows us to deliver high-quality learning experiences to more people without increasing overhead.
